BPA is adjusting the ongoing Rate Period High Water Mark (RHWM) process to incorporate relevant updates that are expected to increase the Tier 1 System Firm Critical Output (T1SFCO) calculations and RHWM results due to Canadian Entitlement and Agreed Operating Plan updates.

As a result, the second customer workshop, originally scheduled for July 31, has been rescheduled for August 15 to accommodate the updated calculations. 

At the workshop, BPA will address updated RHWM calculations which will include RHWM outputs and Above-RHWM Loads. The Draft Final RHWM outputs will be published on August 15, and BPA will open a two-week public comment period the same day. 

This process scales customer Contract High Water Marks (CHWMs) to an updated RHWM, RT1SC, resulting in customers’ RHWMs and Above-RHWM Loads for Fiscal Years (FY) 2026 through (FY) 2028.
